Contemporary Staffing Solutions is seeking an HR Manager to join our client in Stratford, CT! The HR Manager is primarily responsible for guiding, advising, and consulting with supervisors and employees on all aspects of employment activity. This position will participate as a contributing member of the Connecticut management team, serve on various agency level projects and collaborate with the central PA HR Department to develop and implement new employment systems and procedures. This person will directly manage all facets of HR and steer the decision-making process regarding high level employment decisions, investigations, policy development, etc. This Contract-to-Hire opportunity is offering $72,000-$78,000/year!

Responsibilities of the HR Manager include:
  • Lead HR administrator for the client’s programs in Connecticut, and consult with central HR as needed.
  • Develop and implement employee retention and engagement initiatives.
  • Administer probationary and annual performance evaluations, including training of supervisors, tracking due dates and notifying supervisors, and providing any other assistance needed.
  • Suggest, initiate and implement employee recognition/retention activities, special events, DSP week, etc.
  • Conduct/Host annual benefits open enrollment: Assist employees with questions and benefit forms. Arrange venue space, benefit vendors and communicate the event to all Connecticut staff. Collaborate with central HR and Director of Benefits.
  • Coordinate the new hire process, including completion of new hire paperwork, sending letters of hire and benefits eligibility, and maintain personnel files. Track and collect any required immigration documentation for non-citizen employees.
  • Facilitate payroll functions, including preparing payroll change forms, and approving time in Kronos for your direct reports. Provide training and support for supervisors in Kronos timekeeping system. Assist the Executive Director as needed by approving direct supports in Kronos, and entering PTO time.
  • Keep up to date on federal, state and local laws and licensing regulations relating to employment matters. Actively seek and share information about new and/or revised Connecticut employment laws,
  • Administer the disciplinary process by training and guiding supervisors to ensure consistency of practice, assisting with written warning notices and performance improvement plans, and sitting in on termination or demotion meetings as needed.
  • Provide subject matter expertise and consultation, advice in all functions of HR to directors, supervisors and staff.
  • Develop and maintain a professional rapport with the Executive Directors, management teams, supervisors, and front line staff of the current programs and any future Connecticut programs.
  • Active participation as a member of the Adult Residential management team.
  • Participate in the development and implementation of any supplementary HR-related policies, procedures and practices for Connecticut, in consultation with other HR leaders.
  • Work directly with the employment attorneys to respond to matters such as EEOC claims or lawsuits, including gathering and submitting required documentation.
  • Obtain and manage contracts with temporary staffing agencies. Develop a plan to track use of temporary employees and monitor the appropriate length of temporary staffing assignments.
  • Actively support Recruitment for the purpose of influencing the fulfillment of vacant positions with innovative, trendsetting ideas for hiring.
  • Collaborate with Staff Support Coordinator to assess the content and effectiveness of new employee orientation, including scheduling dates, evaluating content, and assisting with curriculum development. Collaborate with central Training Department.
  • Manage and conduct training for supervisors on the Employee Performance Evaluation process.
  • Ensure best use of HR capabilities, resources, tools and processes to deliver quality results to customers.
  • Track company salary adjustment decisions such as increases and one-time payments.
  • Conduct investigations related to complaints or illegal activity in the workplace.
  • Manage unemployment claims by preparing written responses, assisting with appeals and attending hearings when necessary.
  • Submit and monitor Workers Compensation claims.
  • Administer and track FMLA and Non-FMLA leaves of absence, ADA accommodations, including related documentation, forms, conversations with staff, etc.
  • Understand and utilize information about the agency’s overall strategic plan and build HR services that directly support that plan.
  • Understand and assist to collect and deliver data for Key Performance Indicators at regular Executive Director meetings.
  • Partner with Senor Director of HR with special or on-going projects.
  • Respond to requests for references or employment verification in accordance with the client’s policy.
  • Process additional background checks where required, including annual motor vehicle record checks.
  • Maintain employee Hepatitis B vaccination records and notify employees of availability of vaccine.

Requirements of the HR Manager include:
  • Bachelor’s degree required; MS a plus, in Human Resources.
  • Professional HR certification required
  • Three to five years of Human Resources generalist OR managerial experience with leadership and accountability for developing and implementing HR initiatives to support the business.
  • Supervisory experience is a plus.
  • Strong knowledge and application of HR Management practices and principles
  • Strong knowledge of federal, state and local employment laws.
  • Ability to communicate effectively and professionally in both oral and written form, including presenting and/or explaining information to groups and individuals.
  • Computer literacy and ability to utilize various software including Microsoft Office Suite
  • Perform at the determined level in the client’s core competencies of communication, financial responsibility, follow through, innovation, integrity and trust, job skills/functional knowledge, leadership, positive approaches/respect for others, problem solving, responsiveness, safeguards, and team participation.
