Contemporary Staffing Solutions (CSS) is seeking a Contracts and Procurement Manager to join our client in Wilmington, DE or Houston, TX! The Contracts & Procurement Manager is responsible for preparing, reviewing, negotiating, and administering contracts and rate agreements with truck carriers. This role involves overseeing and tracking carrier and industry rate schedules, reviewing and negotiating contract and rate modifications, and ensuring proper documentation and approvals. This Direct-Hire opportunity offers $100,000-$120,000/year!

Primary Responsibilities:
  • Negotiate contracts and amendments with approved suppliers in line with legal and risk management standards.
  • Establish and implement purchasing programs that balance safety compliance with cost and service levels.
  • Utilize third-party tools to enhance RFQ/RFP programs.
  • Monitor industry and regulatory developments to optimize supplier selection and mitigate risks.
  • Analyze market trends and develop strategic sourcing activities to support business unit logistics plans.
  • Manage supplier relationships, hold regular review meetings, and provide input on operational efficiencies.
  • Lead cross-functional teams to achieve consensus on strategies and successful operational implementation.
  • Create analytical models and reports to document and validate supplier savings from RFQs and cost reduction projects.
  • Qualify new transportation carriers as business needs arise, ensuring compliance with qualification policies.
  • Drive actions to ensure third-party compliance with HES Assurance requirements.
  • Develop processes and procedures for the Logistics Non-Conformance program, including tracking supplier delivery incidents and customer complaints.
  • Generate trend reports to drive carrier performance improvements.
  • Develop and drive strategic projects to enhance procurement processes, tools, and efficiencies.
  • Analyze financial and operational performance data to identify key insights and opportunities for improvement in the transportation network.

Minimum Requirements:
  • Bachelor’s degree in Supply Chain Management, Logistics, or Business Administration.
  • 3-5 years of experience in procurement and logistics, particularly in ground transportation. Experience with tanker and petroleum products is a plus.
  • Proven experience in managing supply chain operations.
  • Proficiency in supply chain management software and tools, including Oracle, SAP, Ariba, and Envision.
  • In-depth knowledge of business analytics, data analysis, contract preparation and review, invoicing, and negotiating terms.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and Access).
  • Strong communication, negotiation, and contract management skills.
  • Excellent management and leadership abilities.
  • Ability to multitask, manage time effectively, prioritize tasks, and maintain high levels of organization and detail orientation.
  • Exceptional analytical and problem-solving skills.
