Our client based in the Philadelphia area is seeking a Senior Program Manager to join the team 100% remote. This is a contract role.


This position is responsible for following the industry standard project management practices in planning and managing the development and execution of projects. They also develop the project scope and charter, define project guidelines, obtain project sponsor approvals, and coordinate the resources necessary to successfully complete the project.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

Job Complexity:
• Leader who works on highly complex mission critical programs (set of projects).
• Resolves highly complex enterprise level issues where analysis of situations or data requires an in-depth evaluation of variable factors.
• Exercises judgment in selecting advanced methods, techniques and evaluation criteria for obtaining solutions.
• Interacts with partners and/or key customers to identify opportunities, coordinate deliverables, and resolve any issues related to the program.
• Demonstrates an expert knowledge of project and program management.
• Involved in strategic level decisions impacting one or more segments.
• Leads and/or participates on high-level strategic cross-functional teams.
• Highly knowledgeable on key or emerging concepts in project and program management.
• Leads programs critical to the success of attaining enterprise objects.

Leadership:
• Determines methodology, procedures, and processes to support new programs, projects, and assignments.
• Builds productive working relationships with internal and external customers.
• Leads and coordinates the activities of a large program including the management of dependencies and risks across the enterprise.
• Acts as senior project management expert and provides technical leadership within project and program management.
• Provides guidance to others in the technical complexities of completing their assigned tasks. Trains others in project leadership and management.
• Participates in strategic leadership (portfolio and/or segment level).
• Responsible for managing all aspects of multiple large highly complex mission critical projects or one highly complex program consisting of multiple projects.
• Participates as a key leader at the enterprise level.
• Prioritizes work efforts on projects within a program against enterprise level goals. Defines/refines project scope, estimates project/program cost, further defines project deliverables, and develops/updates charters to be submitted for approval.
• Determines staffing requirements and is able to form project teams consisting of representatives from multiple entities filling necessary roles on each project. Understands the impact of staffing decisions on the enterprise.
• Provides work direction and leadership to assigned projects and programs including scheduling, assignment of work, and review of project efforts. Ensures that all project members understand their role, expected deliverables, and task completion dates. Keeps project members informed of all key decisions according to the communication plan. Coordinates the dependencies with other projects and activities.
• Monitors program and project milestones and critical dates to identify potential issues that could jeopardize the schedule. Implements strategies to resolve schedule issues. Keeps senior leadership aware of the major issues, and their potential impact on enterprise goals. Manages any effects on related projects. Presents key aspects of the program to external customers and large groups of internal stakeholders.
• Creates, maintains, and assesses variances from the program and project plans, analyzes them, gathers metrics, and develops and implements changes as necessary to ensure that the project remains within specified scope (i.e. original charter and all approved changes), budget (i.e. time and cost), and quality objectives. Manages effects on related sub-projects and enterprise goals.
• Reports status to the program’s sponsor during the execution. At key project completion dates, informs the program sponsor of the deliverables and confirms their acceptance. Evaluates internal customer satisfaction level and the degree on impact on enterprise goals.
• Provides the program/project team constructive feedback as it pertains to project or overall program performance. Works with the project team leaders to integrate areas of improvement into the project life cycle and project management processes.
• Develops and enhances a productive working relationship with project/program team members, sponsors, vendors, and key entities across the enterprise. This includes the timely and complete communication of project/program information in a way that is tailored for each audience.
• Coaches or mentors less experienced project team members and project managers. Provides input to, and may conduct, team member performance reviews.
• Leads efforts that extend and enhance the project management discipline. Participates as a key leader in executing Project Management Office processes including auditing standards and procedures.
• Occasional travel required.
• Lead or participate in other projects or duties.

KNOWLEDGE, SKILLS AND ABILITIES:
• Project Management experience in multiple technologies, methodologies, disciplines, and industries. Extensive new commercial software product development experience working with multiple development environments with a strong background in business model analysis, financial model creation, and business development.
• Requires a minimum of 15 years of business, software development, and tax/financial industry experience with at least two years of experience managing staff.
• Strong problem solving, risk assessment, and negotiation skills. Extensive experience with cross-functional projects and programs with enterprise level impact.
• Strong interpersonal skills with ability to serve as primary liaison for internal customers. Expert time management, communications, decision-making, presentation, and organization skills required.
• Expert in PMBOK project management methodology and related processes required. Demonstrated experience in using the advanced PM processes is required.
• Proficient desktop application and project management software tool skills required.
• Ability to apply professional concepts, experience and company objectives in order to perform an in-depth analysis of situations or data to resolve complex issues in creative ways.
• Ability to work without supervision. Wide latitude for independent decision making.
• Ability to network with key contacts outside own area of expertise.
• Ability to listen and understand information and communicate the same.
• Must possess good interpersonal organizational, presentation and facilitation skills.
• Must be results oriented, customer focused, and exhibit good interpersonal skills.
• Proficiency in Microsoft Office packages.
• Sufficient knowledge of business communication, including telephone, voicemail, and e-mail and operations of office machines, such as photocopier, scanner, and fax.



Required Qualifications :
 

EDUCATION, TRAINING AND EXPERIENCE:
• Requires a Bachelor’s Degree in a related discipline.
• Ten (10) years plus of experience in project management experience
• Master’s Degree is highly desired.
• Project management certification is required
• Or equivalent combination of education and/or experience
